AFAIK, there might an error in the first part, at least in Europe, where you have 3 Phase AC coming to your home, the neutral line connects to ground in the main breaker box, not the other way round. For US, this shouldn’t be different.
I assume the metal axis is probably molten firmly into the plastics with some kind of knurling. So probably you are going to break the plastics if you are trying to push it through. As suggested by others, a solution may be to try to drill it out. Thus, as less rubber needs to be deformed in rolling direction creating an angular momentum, they have lower rolling resistance. However, at elevated speeds of 20 km/h (~15 mph) and above, the air resistance, where slim tires perform better, becomes more important. Thus, racing bikes have very slim tires under very high pressures (also inertia plays an important role here).
