They had an idea what was happening, but obviously not the technology to prove it. And certainly not a more complete understanding of the consequences. Apparently the concept even went as far back as 1856.
It seems in this particular situation the office was out armed and out positioned.
People: “We have to do something about shool shootings!”
Conservatives: “It’s not a gun issue it’s a mental health issue”.
People: “Ok let’s do something about mental health!”.
Conservatives: “It’s not a mental health issue, it’s an office training issue.”
People: “Ok lets train officers better!”

Of course the officer’s mistake here was being the only office on site doing nothing, rather than having 400 officers on site doing nothing.

You as a programmer must control what you are doing. Right?
You telling me you’ve never made a programming error? Your code always compiles and passes all tests right?
Does that mean we can go back to when houses were cheap? I’m willing to make this sacrifice.
Sometimes the issue is marked as fixed but a new version won’t be coming out for months and you’re simply told to compile it yourself only to find it has literally hundreds of carefully tuned compilation dependencies and environment specific settings that aren’t documented.
