No. Even if the bill says that - and I haven’t read it, I don’t know - the House passing a bill simply doesn’t change the law, two more steps have to happen. Yog’s post title is editorialized, which may have mislead you.

Yes. Just like you can. It’s not hard to give an order.

If you want to know whether or not the agency will listen and obey… that’s a whole other question and gets into dangerous territory when we know the POTUS loves being a dictator.

Then you checked wrong. The POTUS is the head of the executive and the alphabet agencies are within said executive. POTUS is at the top.of their food chain, same as the military. As I said, though, it can get arbitrarily nuanced when you ask if a given agent will obey an illegal order or not.

I don’t think we ever got a real answer on that one, since the vans and the agents were unmarked. So just straight-up kidnapping.

That’s impossible. Israel is a country, there’s no legal authority above that. That’s what “sovereign” means when we refer to a country as one.

It’s entirely possible Israel has signed treaties whereby it agrees to follow World Court orders, but if it violated said treaties, that wouldn’t be illegal (since Israel would give itself permission to do so, making it legal under Israeli law). Legality isn’t really defined when countries interact with each other.
